What is a Governance Proposal?

Definition

A Proposal is a formal request submitted by a validator to make changes to the CarbonX3 network. It represents the core mechanism of the on-chain governance system.

Key Concept: Proposals ensure that no single entity can unilaterally make critical changes to the network. Every significant decision requires consensus among validators.

How CarbonX3 Governance Works

Governance Process Flow

The CarbonX3 governance system follows a structured, transparent process to ensure all network changes are properly vetted and approved.

Proposal Creation

An authorized validator creates a proposal specifying the type of change and target address. The proposal is immediately recorded on the blockchain.

Voting Period

Authorized roles review the proposal and approve once each. Approvals require matching roles (see Timelock Requirements) and are cryptographically signed.

Timelock Period

Once approved, the proposal enters a mandatory waiting period. This allows the community to prepare and provides a safety window.

Execution

After the timelock expires, the change is automatically applied at the next epoch boundary. The entire process is logged in the audit trail.
